This structured approach enables jurisdictions to translate data into shared priorities, align stakeholders, and drive measurable improvements in public health outcomes.

CHALLENGE AND OPPORTUNITY

Without a structured approach, efforts to modernize these systems or improve community outcomes can stall before delivering meaningful results. Kahuina’s Data-to-Action Framework has enabled health departments nationwide to modernize surveillance systems, strengthen workforce capacity, and make strategic investments in data infrastructure and partnerships. So far, more than 20 jurisdictions have applied the framework to develop actionable, future-focused roadmaps and create custom tools and resources that improve coordination and data use.
